Senior Engineer – Roadway Project Management and Surveying
In this position, you will perform professional engineering and project management duties in support of roadway, bridge, intersection, sidewalk, stormwater management, and related capital projects, programs, and engineering studies.

Essential Job Functions- the basic job duties an employee must be able to perform:

• Oversee and coordinate assigned civil engineering projects, functions, and activities for the Public Works Department including financial administration, planning, budgeting, purchasing, plan reviews, and construction management.
• Meet with appropriate City staff and regulatory agencies to plan projects, develop scope of work, and long-range plans for future projects.
• Represent the City in federal, state, and local task forces, committees, boards, and study groups.
• Prepare strategies, work plans, schedules, and operational procedures to ensure completion of assignments. Provide supervision, training, and review of less experienced engineering staff.
• Oversee engineering consultants working on major capital projects, programs, and studies.
• Evaluate alternatives and make recommendations regarding proposed improvements.
• Prepare requests for qualifications/proposals and lead selection process for engineering consultants, oversee contracts, and review and approve progress submittals.
• Participate in public relation activities, draft news releases, lead public involvement meetings and answer inquiries from citizens and stakeholders regarding city projects, policies, and procedures.
• Participate in and support meetings with industry members.
• Collaborate with Colorado Springs Utilities, Parks, Recreation and Cultural Services, City Planning, other City departments, state and federal agencies as needed.

We are looking for candidates who demonstrate:

Knowledge of:

• Advanced professional civil engineering principles, practices, and methods
• Principles and practices of project management
• Pertinent federal, state, and local codes, laws, and regulations governing one or more of the following: EPA MS4 (Environmental Protection Agency Municipal Separate Storm Sewer System), FHWA (Federal Highway Administration) Grant funded project requirements, and the MUTCD (Manual on Uniform Traffic Control Devices) Traffic controls
• Methods and techniques of engineering plan design, review, and approval
• Principles of supervision and training
• Principles of business letter writing and technical report preparation
• Construction management principles

Ability to:

• Oversee the development of accurate designs, plans, specifications, cost estimates, and complex engineering reports
• Perform project management and professional civil engineering functions
• Provide technical supervision and training to lower level engineering staff
• Ensure project compliance with diverse and complex regulations, standards, and procedures
• Prepare and administer project budgets
• Communicate clearly and concisely, verbally and in writing
• Establish and maintain effective working relationships

Successful candidates will have

• Bachelor’s degree from an accredited college or university with major coursework in civil engineering or related engineering field. The bachelor’s degree requirement will be waived if PE (Professional Engineer) License has been obtained via C.R.S. 12-25-114(1)(a).
• Seven years of full-time professional engineering experience in area related to assignment and project management experience including two years in a supervisory role
• Possess, or obtain upon hire, and maintain a valid, non-probationary Colorado driver’s license not subject to restriction related to alcohol and/or drug violations or pending charges
• Possess, or obtain upon hire, Professional Engineer (PE) License in the state of Colorado upon hire OR obtain reciprocity for Professional Engineer (PE) License in the state of Colorado within 6 months of hire

Ideal candidates will also have

• Project Management Professional (PMP) certificate
• Master-level course work or higher
• Experience with civil or transportation engineering
• Exceptional written and verbal communication skills
• Experience working for municipal government

Additional Information: The City of Colorado Springs offers additional compensation depending on the position, area of assignment, and specific job assignments, including shift differential, pay differential, acting or lead, special assignment, hazard pay, longevity, cell phone allowance, uniform allowance, relocation, awards, standby, call out, compensatory time off, tuition, overtime, extra duty, incentive, holiday premium, proficiency, and vacation sell back.
